The bill (Reg. No. 3572) suggests amend the Law “On Humanitarian Aid” re determining the possibility of transferring ownership of an automobile, recognized as a humanitarian aid (that was used less than 10 years):

to the heir of a deceased disabled or a disabled child, following the decision of the executive body that implements state policy in the sphere of social protection of population;

under condition of payment of taxes and levies at the rates applicable at the date of automobile customs’ clearance, with consideration of the actual wear factor.
